4x-2y = -20
4x-2y = -2

Subtract to get:
0 = 18
That is a contradiction .
The lines are really parallel so there is no point of intersection.
Ans: No solution

4x-2y=+-2.....eq.2

4x-2y=+-20.....eq.1
4x-2y=+-2.....eq.2
-----------------------------------subtract eq.2 from eq.1
4x-2y-%284x-2y%29=+-20-%28-2%29
4x-2y-4x%2B2y=+-20%2B2
cross%284x%29-cross%282y%29-cross%284x%29%2Bcross%282y%29=+-18
0=+-18 which is not true; so, it means that the two lines are parallel and will never intersect,there are no solutions and the system is inconsistent
