i tried to put a 1 over the 3 and 5 with y's but i still couldn't figure it out. also i tried to subtract 2/3 from each side.

Subtract 3y from both sides and gather the numbers on one side:
2y = (2/3)+(2/15)
2y = (10/15) + (2/15)
2y = 12/15
y = 6/15
y = 2/5
