Solution of this system of equation is given, that is (-3,4).
That means when you substitute x = -3 and y = 4 in these equations, these values will satisfy the given equations.

==>
5* (-3) + 7 * 4 = b -----------------(1)

m *(-3) + 4 = 22 -------------------(2)
(1) ==> -15 + 28 = b

==> 13 = b
(2) ==> -3m + 4 = 22

==> -3m = 22 - 4

==> -3m = 18

==> m = +18%2F-3


==> m = -6


So the values are, +b+=+13 and +m+=+-6+

5x + 7y =  b
mx +  y = 22

Plug in x = -3 and y = 4 in each equation and 
solve the resulting equations for m and b.

     5x + 7y =  b
5(-3) + 7(4) =  b
    -15 + 28 =  b
          13 = b
         
     mx +  y = 22
m(-3) +  (4) = 22
    -3m +  4 = 22 
         -3m = 18
           m = -6
