Multiply the first equation by 2 and add it to the second equation to eliminate y.
2%28-3x-y%29%2B4x%2B2y=2%284%29-8
-6x-2y%2B4x%2B2y=0
-2x=0
x=0
Now use either equation to solve for y
-3%280%29-y=4
-y=4
y=-4
