Proportion problem.

475%2Fg=25%2F1, unit being MILE per GALLON, letting g = how many gallons for this trip.

Now, g is known.

Let c = cost;
3.59%2F1=c%2Fg, and the unit is DOLLARS per GALLON.
Solve for c.

This can be done also using a chain of ratios as factors. This is usually what you want to do when you have more than just a simple proportion.

Start with the given distance.
highlight%28475%2Amiles%2A%281%2F25%29%28gallon%2Fmile%293.59%28dollars%2Fgallon%29%29.
Look how the ratios are arranged and how the units cancel to leave just dollars.

At 25 miles per gallon, traveling 475 miles will require 475%2F25, or 19 gallons
At $3.59 per gallon, cost = 19(3.59), or $highlight_green%28highlight_green%2868.21%29%29
