I'm not sure what the question is asking for but my guess would be that you have to find the values of a and b? You would do that by using the substitution method. You can instantly know that you should use this method because we know the value of one variable (a). So substitute the value of a into the second equation.

+-3%281%2F2%29b=+-21+
I'm going to change it to decimals now because I prefer decimals over fractions but it doesn't matter either way.
+-3.5b=+-21+
