In order to solve for y, you must get all the y terms on one side and all the non-y terms on the other side. In this case, add +3x and -2 to each side:
y%5E2+-3x+%2B+2%2B3x+-+2=+3x%5E2%2B3x+-2
y%5E2+=+3x%5E2%2B3x+-2

Now, to undo the squaring of the y, take the square root of each side:
y+=+sqrt%283x%5E2+%2B3x-2%29+ or y+=+-sqrt%283x%5E2+%2B3x-2%29+
