First, you want to get the like terms together. So you can subtract 4 from each side.
3x + 4 - 4 = 2x - 3 - 4
3x = 2x - 7
Then you can subtract 2x from each side to get those together.
3x - 2x = 2x - 2x - 7
x = -7
To check your answer you can replace x with -7 in the problem.
3(-7) + 4 = 2(-7) - 3
-21 +4 = -14 - 3
-17 = -17
