3x-9=4y%2B2

3x-9-2=4y

3x-11=4y

4y+=+3x-11

This is not a complete problem because you need to have 2 equations for solving x and y.
This equation can be arranged:
3(x-3)=2 (2y+1)
3x-9=4y+2
x=(4y+11)/3 or y=(3x-11)/4
