The symbol you are refering to is called..."plus or minus" and it's a way of showing that the quantity following the symbol can be either positive or negative. Here's an example:
x+=+3%2B-sqrt%285%29 This means that the value of x can be either:
x+=+3%2Bsqrt%285%29 or
x+=+3-sqrt%285%29
