+4b=y%28b%2B3%29

Subtract y to get a by itself on one side:
((a-3y)/(b+4))-y=a
Multiply each side by b+4 to eliminate the denominator on the left side:
a-3y-y=a(b+4)
Simplify like terms:
a-4y=a(b+4)
Subtract a from both sides:
-4y=a(b+4)-a
Use distributive property:
-4y=ab+4a-a
Simplify like terms
-4y=ab+3a
Divide both sides by -4
y=-1/4ab-3/4a
