by going completely around the rectangle.
The formula is
+P+=+2W+%2B+2L+
given:
+P+=+98+
+L+=+2W+%2B+1+
--------------
+98+=+2W+%2B+2%2A%28+2W+%2B+1+%29+
+98+=+2W+%2B+4W+%2B+2+
+98+=+6W+%2B+2+
+6W+=+96+
+W+=+16+
and, since
+L+=+2W+%2B+1+
+L+=+2%2A16+%2B+1+
+L+=+33+
The width is 16, the length is 33
check answer:
