Consider there to be a -1 in front of the parentheses on the left. IE, think this:
-4-1%283%2B6m%29=%281%2F2%29%284%2B2m%29+
From there, you can distribute normally as you have done up to this point.
Distributing on both sides:
-4-3-6m=2%2Bm+
You can solve it from there.
