Since a%2Fb=c%2Fd means that ad=bc, you can write
10x=2%283x-8%29+
10x+=+6x+-16

Subtract 6x from each side:
4x+=+-16

Divide both sides by 4:
x=+-4

One more step! Make sure the denominators are NOT equal to zero. By inspection, they are not, so the answer is correct.

I'm going to assume the 3x and the x are each in a denominator:
(10/3x) - 8 = (2/x)
----
Multiply thru by 3x to get:
10 - 24x = 6
---
Subtract 6 from both sides:
Add 24x to both sides:

24x = 4
Divide by 24
x = 1/6
