1) 3x + 2 … sum of three times a number increased by two
2) 4( 3x + 2) … four times the sum of three times a number increased by two
3) 2x – 8 … difference of two times the number decreased by eight
4) 3(2x – 8) … three times the difference of two times the number decreased by eight
So your equation would be:
4(3x + 2) = 3(2x – 8)
