Below is what I have done and to my surprise, my teacher said the answer is supposedly to be $70.
Let the money that David has = d
The money that Peter has = 5d (since he has 5 times as much money as David)
5d – $28 = d
4d = $28
d = $7
Peter has 5d thus 5 x $7 = $35

You can put this solution on YOUR website! 5d – $28 = d
You've gone wrong in this line itself. You've taken $28 away from Peter but have you given it to David?NO!
So you have to re-write as
5d – $28 = d+28
4d = 56
d = 14
Which means Peter had 5x14 = $70
