20s + 4 = 13s - 10
What you want to do is isolate the variable on one side, and get the numbers on the other. In order to do this, subtract 13s from both sides.
7s + 4 = -10
Now you should subtract 4 from both sides.
7s = -14
Divide both sides by 7 to get rid of the "7" in "7s"
s = -2
