seperate the 2 equations and solve for both
-16%3C=%283x-5%29
-11%3C=%283x%29

-16<=3x-5<=-4 add 5 to all three elements.
-16+5<=3x<=-4+5 combine the integers.
-11<=3x<1 divide by 3.
-11/3<=x<=1/3 ans.
