The problem is
3%2F5+-x%2F3+=+-11%2F15
step 1 - find the common denominator and multiply everything by that. The common denominator is 15.
We get
15%2A%283%2F5%29+-15%2A%28x%2F3%29+=+15%2A%28-11%2F15%29
which gives us
9+-5x+=+-11
step 2 - subtract 9 from both sides to get
-5X+=+-20
step 3 - divide by -5 to get
X+=+4
