9x-28x%2B32x=x-3
%289-28%2B32%29x=x-3
13x=x-3
13x-x=-3
12x=-3
x=-3%2F12
x=-1%2F4 <--- this is the x value, not -4.

If x=-4, this is how it would turn out:
9x-4%287x-8x%29=x-3
9%28-4%29-4%287%28-4%29-8%28-4%29%29=%28-4%29-3
-36-4%28-28%2B32%29=-7
-36-4%284%29=-7
-36-16=-7
-52=-7 <--- we can see here x cannot equal to -4
