Use FOIL:
                 (3b)(6b) - (3b)(1/3) + (2/3)(6b) - (2/3)(1/3)
                     ¯          ¯            ¯          ¯  
                    18b2  -     b     +     4b    -    2/9
                       
                             18b2 + 3b - 2/9  



                                      4xy3(2x-y)(3x+y)

Use FOIL on the two parenthetical expressions  

                                   4xy3(6x2+2xy-3yx-y2)

Combine like terms, realizing that xy and yx are the same

                                     4xy3(6x2-xy-y2)

Use distributive principle:
                                 24x3y3 - 4x2y4 - 4xy5
