so it would be -11 -4 < x -4 -4 ? am I on the right track?

You have the right idea but your last line is not correct!
Solve for x:
-11+%3C=+3x-4+%3C=+-3 Add 4 to all three "sides".
-7+%3C=3x+%3C=+1 Now divide all three sides by 3.
