This is very ambiguous. Assume you mean:
-%28%28x-1%29%29%2F3 + 4x = 2%2F3 + %28%2813x-2%29%29%2F3
Multiply each term by 3, to get rid of the denominators, results
-(x-1) + 3(4x) = 2 + 13x - 2
:
-x + 1 + 12x = 13x; (removing the bracket changes the signs when it's neg)

11x + 1 = 13x

1 = 13x - 11x
:
2x = 1
x = 1%2F2
:
