3x%5E2%2B3x-2......there is nothing to do, you cannot factor it
but if you have equation
3x%5E2%2B3x-2=0........use quadratic formula

This combination of words and symbols

makes no sense in  Math,  and characterizes a person,  who  never opened  any Math textbook  and never read from it.
