When you have a problem with fractions, such as you have here, consider clearing the fractions by multiplying the entire equation by the LCD.
%288r%2F5%29-2+=+%283r%2F10%29%2B8 Multiply both sides by 10, the LCD.
10%28%288r%2F5%29-2%29+=+10%28%283r%2F10%29%2B8%29 Simplify.
16r-20+=+3r%2B80 Subtract 3r from both sides.
13r-20+=+80 Add 20 to both sides.
13r+=+100 Divide both sides by 13.
r+=+100%2F13
