Step 1, find the slope of the line.
It's in slope-intercept form, y = mx + b where m = slope & b is the y-intercept
---> slope = 4
The slope of lines perpendicular is the negative inverse, -1/4
That was easy.

Then use y-y1 = m*(x-x1) where (x1,y1) is the point
y-1 = (-1/4)*(x+2) is an equation of the line.
Put it in any form you like.
