Fill rate both pipes open,
1%2F15-1%2F20
4%2F60-3%2F60
1%2F60

This is 60 minutes or 1 hour to fill the tank.

The inlet pipe fills  1%2F15  of the tank volume per minute.


The drain pipe empties  1%2F20  of the tank volume per minute.


So, the net inflow to the tank is the positive difference  1%2F15-1%2F20 = 4%2F60-3%2F60 = 1%2F60 of the tank volume per minute.


It means that the tank will be filled in 60 minutes = 1 hour if both pipes are open.
