Are you sure you have stated the problem correctly?
If the sum of the digits decreases by 11%, then it must decrease from 100 to 89, or from 200 to 178, or from 300 to 267, ... etc.
There would not seem to be an algebraic way to find a number that satisfies those conditions.
The only approach I would know to solve this problem is by writing a computer program to crunch the numbers.
If the problem is not EXACTLY the way you show it, then resubmit it with the correct information.
