for this problem, first you have to solve the expression.
(-7)^-2 is the same as 1/(-7)^2, which is 1/49
(90)^-1 is the same as 1/(90)^1, which is 1/90
1/49 divided by 1/90 is the same as 1/49 multiplied by 90, so
the answer is 90/49.
