The decimal 0.005 is read as "five thousandths".

The fraction 5%2F1000 is ALSO read as "five thousandths".

So they are the same thing.

We can't "reduce" the decimal, but we CAN reduce the fraction!

We divide the top and bottom of 5%2F1000 by 5

%225%F75%22%2F%221000%F75%22%22%22=%22%221%2F200

That's a quotient of two integers because 1 and 200 are both
integers and putting one over the other is dividing and when
we divide we get a quotient.
