A ratio of two numbers is like a fraction a%2Fb.
A proportion is a ratio of two numbers equal to a ratio of two other numbers:
a%2Fb+=+c%2Fd+. So, I would say that the ratio is 2%2F5+=+a%2F15. I suppose if n=1%2F2 had been written in the form n%2F1=1%2F2, then that too would have been an example of a proportion.
