We need to find the equation of the circle that has its
center as the midpoint between (2,-1) and (6,-5), the green circle below:

 

Midpoint between (2,-1) and (6,-5), %28matrix%281%2C3%2C+++%282%2B6%29%2F2%2C%22%2C%22%2C%28-1%2B%28-5%29%29%2F2%29%29%22%22=%22%22%28matrix%281%2C3%2C+++8%2F2%2C%22%2C%22%2C%28-6%29%2F2%29%29 = (4,-3) 

and has its diameter as the distance between between (2,-1) and (6,-5)
and its radius as half that:

 

Therefore its center is (4,-3) and its
radius is one-half the diameter 2sqrt%282%29.

Its equation is
