Use m for the number of minutes, and solve your inequality for m.
For the record, this is a LINEAR INEQUALITY.
Using m as the amount of minutes used, she will pay: .07m + 27
Now, since her bill was AT LEAST $99.17, we can then say that:
Amount of minutes used, or
She used AT LEAST 1,031 minutes
