You can put this solution on YOUR website! Something is not right with this problem statement. If you took the worst case scenario, as written, let's say someone made 30 mins of long distance (the most expensive one) and 0 mins of local. That's 30 x .40 = $12, not even close to $85 in the problem statement. Please double check problem statement and repost.
