P=2%28L%2BW%29
2%28L%2BW%29=42
L%2BW=42%2F2

L%2BW=21......eq.1

if the length is 3 less than 5 times the width, we have
L=5W-3....eq.2...substitute in eq.1
5W-3%2BW=21......eq.1
6W=21%2B3
6W=24
W=24%2F6
W=4
go to L=5W-3....eq.2 substitute W=4
L=5%2A4-3
L=20-3
L=17

so, the dimensions of the rectangle are:L=17 and W=4
