You never directly graph an inequality.
You graph the boundary of the inequality which is the EQUALITY.
Graph y = -1 as a line passing thru all points where y = -1
Graph that boundary line as a dashed line because it is not
the graph of your problem.

So, shade the half-plane ABOVE the boundary line.
