A SOLUTION:
This is a linear equation, so the graph is a line.

Make a table of several easy points on the line.
If x = 3, then
y%2B3=%281%2F2%29%28%283%29-3%29
y%2B3=%281%2F2%29%280%29
y%2B3=0
y=-3
The point (3,-3) is on the line.

If x=5, then
y%2B3=%281%2F2%29%28%285%29-3%29
y%2B3=%281%2F2%29%282%29
y%2B3=1
y=-2
The point (5,-2) is on the line. 

If x = -1, then
y%2B3=%281%2F2%29%28%28-1%29-3%29
