Start a stop watch when the marshall leaves town
Now they both ride for the same amount of time +t+
until marshall catches him
Let +d+ = distance marshall has to ride to catch him
robber's equation:
(1) +d+-+7+=+14t+
marshall's equation:
(2) +d+=+15t+

(1) +d+=+14t+%2B+7+
By substitution:
+14t+%2B+7+=+15t+
+t+=+7+
It takes the marshall 7 hrs to catch robber
