x=2 is a vertical line going through (2,0) its slope is undefined.
y=9 is a horizontal line going through (0,9) its slope is 0.
Vertical and horizontal lines are PERPENDICULAR to each other, they meet at a 90 degree angle.

ANSWER:
Given equations are X = 2 and Y = 9
First of all rewrite the equations in terms of x as follows,
X = 2 ==> Y = X - 2 ---------------(1)
and Y = 9 -----------------------------(2)
\Now give arbitrary values to X in equation (1) and find corresponding values of Y.
that is ,
If x = 0 , y = 0-2 = -2
If x = 1 , y = 1-2 = -1
If x = 2 , y = 2-2 = 0
If x = 3 , y = 3- 2 = 1 and so on..........
For the second equation, for all values of x, value of y will be 9.
Now plot graph using these points.
Then the graph comes like this,
The graph shows that the lines are neither parellel nor perpendicular.
