13x-2y=70
2x-2y=4
 
For you to solve this problem, you have to get rid of the one of the variables. With the given, the easiest way to do this is to subtract the two expressions, ridding us of the 2y's, leaving us with
13x-2y-%282x-2y%29=70-4
11x=66
x=6
 
Substitute all x in any of the two given equations. I choose the second because it's the easier one to substitute. So,
2%286%29-2y=4
12-4=2y
2y+=+8 ===> y=4
x=6 and y=4
