First, get both equations into slope-intercept form.
EQ1)
3y+2x=4
3y = -2x + 4
y = -(2/3)x + 4/3
y-intercept is where x=0: (0,4/3)
x-intercept is where y=0: (2,0)
With two points you can plot the line.
EQ2)
2y-6x=-12
y-3x = -6
y = 3x-6
y-intercept: (0,-6)
x-intercept: (2,0)
You can plot this line too. But you see it is the intersection.
