The Standard Form of a Linear Equation is: Ax%2BBy=C
The General Form of a Linear Equation is: Ax%2BBy%2BC=0 although it is sometimes called the Standard Form.

8y=7%2B3x
Deduct 3x from both sides of equation, we get:
-3x%2B8y=7
Now multiply by -1 on both sides of the equation, we get:
3x-8y=-7 <--- this is the proper Standard Form of a Line.
