With Peter's age being x, Phil's age is: matrix%281%2C3%2C+%281%2F5%29x+%2B+7%2C+or%2C+.2x+%2B+7%29. In addition, 4 times Phil’s age is 2 years 
less than twice Peter’s age, and so, 4(.2x + 7) = 2x - 2 <===== This is the equation that's being sought. 

When solved, x, or Peter's age is 25.

BTW, x, or Peter's age is NOT 12, as the other person states.
