desmos.com shades the area that satisfies the inequality.
i chose 3 points.
(-4,4) does not satisfy the inequality because it is not in the shaded area.
(4,-4) does satisfy the inequality because it is in the shaded area.
(4,8) is on the boundary because it is on the line.
note that, because the inequality is > rather than >=, even though (4,8) is on the line, it does not satisfy the inequality.
you can also solve these algebraically.
with (-4,4), you get 3x - 2y > -4 becomes -12 - 8 > -4 which becomes -20 > -4 which does not satisfy the inequality.
with (4,-4), you get 3x - 2y > -4 becomes 12 + 8 > -4 which becomes 20 > -4 which does satisfy the inequality.
