  4x + 3 = 12x + 9   when intersecting 
       -6 = 8x,   x = -3/4  Touch at P(-3/4,0)  y+=+4%28-3%2F4%29+%2B3

The term  "touch"  is  NEVER  USED  regarding two straight lines.   It is  IRRELEVANT  in this case.

The only three relevant terms are  "parallel",  "intersect",  "coincide".
