Multiply first equation by 4,
system%284x-12y=-4%2C-4x%2B6y=10%29

Add corresponding members,
-6y=6
highlight%28y=-1%29

Now find x.
x=-1%2B3y
x=-1%2B3%28-1%29
highlight%28x=-4%29

Solution is (-4,-1).

Same as system system%284x-6y=-2%2C-4x%2B6y=10%29 and if you attempt to solve, you might get 0=9 which is a false statement.

There is a solution. It is: (- 4, - 1)
Even his/her statement that 0 = 9 is WRONG!!
