add -4a to both sides
9a-4a-2b=x+4a-4a
5a-2b=x
add 2b to both sides
5a-2b+2b=x+2b
5a= x+2b
divide by 5
5a/5 = x/5 +2b/5
a= x/5 + 2b/5
