When the scale is 1:1000, you need 20 x 20 = 400 square sheets to cover the map.
With the scale 1:500, you need 4 times as many square sheets, i.e. 4*400 = 1600.
With the scale 1:10000, you need = 4 square sheets.

Scales are usually shown as 1:500, 1:1000, 1:10000

20 by 20 km = 20,000 by 20,000 meters = 400,000,000 sq meters
Each sheet is 1 sq meter

400,000,000/(1000*1000) = 400 sheets
