I'm not completely understanding the question.
However, let's give it a shot. If I've misunderstood, please post with more information.
A circle (clock face) has 360 degrees.
If the little hand is at 4, and the big hand is at 12, the angle between them is 1%2F3of 360 (4 is 1%2F3} of 12)
1%2F3*360 = 120
