To plot a+%2B+bi on the complex plane, you simply plot the point (a,b)

In this case, a+=+8, b+=+-9, so you plot the point (8,-9)

Therefore, you start at the origin (0,0) and you go 8 units to the right, then 9 units down to arrive at (8,-9)
